In 1995 Germany operated 474 landfills for the disposal of municiple solid wastes. By 2004 the number had been reduced to 297.
Biomass, post-closure utilisation of landfills, energy crops, nature conservation
It is expected that less than 100 landfills will be in operation by 2009, and none after 2020. On the European level these plans are targeted for the year 2025. As a result of the closure of landfills since 1995, Germany has an additional arable land area of about 15.000 ha available by 2005 and another 5.000 ha by 2020. All in all, Germany have an area of about 100.000 ha from landfills since 1990 available. This is expected to be higher at the European level. Several projects all over the world have dealt with alternative post-closure utilisation concepts for former landfill sites and there are still experiences and case studies available. But there is presently no sustainable concept for post-closure utilisation of present and future landfill sites, that takes area potentials and opportunities into account. To adress this issue, the German Federal Agency for Nature Conservation has supported a feasability study on the use of former landfill sites as locations for the production and use of energy crops based on nature conservation principles. The main findings of the study is that the cultivation of energy crops is basically possible while observing the regulations for landfill operating, after care and the requirements of nature conservation. But in most cases the quantities of biomass which can be produced on former landfill sites are insufficient to operate a processing facility economically. There is thus a need to integrate regionally available biomass production and processing capacities in order to tap the potential synergies between the production of energy crops, the post-closure utilisation of landfill sites and nature conservation.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
