Evapotranspiration Layer as a Top Cover for the Landfill 'Siggerwiesenâ€

The Austrian Landfill Ordinance 2008 enforces the application of alternative top covers, for example the evapotranspiration layer. Furthermore, a temporary surface coverage is necessary for landfills with a large amount of biodegradable waste. This cover, which is permeable to water, optimizes the water balance in the landfill body in the first phase after closure of the landfill.

Due to these new regulations in the Landfill Ordinance 2008, some new questions and new options have arisen for the owners of waste sites, planning engineers and authorities. The following paper presents a practical example where these questions and options are shown from the pont of view of a planning engineer.
For the closure of parts of the landfill 'Siggerwiesen", operated by the 'Salzburger Abfallbeseitigung GmbH (SAB)" a conceptual study was developed. As the result of this study and the discussions with the owner of the landfill and the authorities, the following solution was chosen and a technical project for the closure of the landfill was elaborated and allotted.
Different cover systems are used for different parts of the landfill: For the slope zone, a temporary surface coverage of an evapotranspiration layer with 2.0 m of soil with a gas drainage layer and a vegetation of bushes and trees is planned. This permeable layer allows the infiltration of a certain amount of water and residual gases may be oxidized in the soil layer. The crossover to the final coverage occurs through improvement in the efficiency of the evaporation. On the one hand improvement of the soil structure will lead to an increase of the water retention in the soil and on the other hand the growth of the vegetation will lead to an increase in the efficiency of the transpiration. Due to this development an improvement of sealing and a reduction of leachate will be achieved.
With this system, it will be possible to evapotranspirate a large part of the precipitation. But due to the high amount of annual rainfall in Salzburg it will not be possible to reach the required target of leachate reduction (5 % of the annual precipitation).
Therefore, in the plateau of the landfill a different system will be used. For the temporary surface coverage, a recultivation layer of 1.0 m of soil with a gas drainage layer and a grasvegetation will be used. This permeable layer allows the infiltration of water and some residual gases to be oxidized in the soil. The crossover to the final coverage occurs through a reconstruction of the soil cover. The recultivation layer is removed and stored. Directly on the existing gas drainage layer a conventional top cover with a combined seal and drainage layer is applied. Finally, the soil from the stored recultivation layer is applied on the sealing system and planted with a bush- and tree vegetation.
