The paper shows results from laboratory testing of the influence of water saturation on the geomechanical properties. The water saturation influenced strength properties of the waste material and their impact on the overall landfill stability will be discussed.
Stability problems are often a consequence of an excess of water inside the landfill after heavy rainfalls. In combination with other boundary conditions water is the triggering factor of the collapse, as the slope failures of the last few years ago had shown. High water saturation can also result from recirculation of leachate for biological stabilisation of older landfill sites as well as from co-disposal of liquid waste. Infiltrating water or leachate leads to a saturation of the waste mass which influences the unit weight and causes a hydrostatic pore water pressure or even excess pore pressure that affects the landfill stability adversely. These principles are applied from a soil mechanical consideration to the waste material. The open issues concerning the critical state of water saturation in view of the overall landfill stability as well as influences on material strength and effective stress.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
