Thermal Treatment of Waste Fuels in Fluidised Bed Boilers

In most countries, the regulations for landfill are getting stricter and stricter these days and as a consequence treatment of municipal and industrial waste materials will become more important.

Since resource recovery is rather difficult and expensive, the thermal treatment plays a major role. Besides the remarkable reduction of the landfill volume, the high calorific value of the waste materials can be used for the production of process heat and/or electricity.

Fluidised bed boiler systems are most suitable for firing waste materials arising from a mechanical- biological preparation plant. Neither a variation of the heating value nor different sources of the waste streams have a negative impact on the combustion; in addition a wide range of fuels with low heating values, such as sludges, can be used. Due to the fact that fluidised bed boilers can also be fired with conventional fuels (coal, oil, gas) a continuous and reliable generation of process heat and/or electricity can be ensured in any case.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
