Biological Treatment of Municipal Solid Waste in Hefei, Anhui Province, PR China

The PR China with its population of 1,3 billion Inhabitants accounts for approximately 20 % of the world population and is among the countries with the fastest growing economies.

Simultaneously with this astonishing economic progress, China faces increasingly severe environmental problems which could counteract long term development. Air pollution, the lack of clean water and an insufficient waste treatment system are the current main environmental problems. The central and local governments become increasingly aware of these ecological issues and intitial steps have been taken to address the problem. The facts and main political, economic and ecological issues with regard to waste treatment have already been presented and discussed at the last DepoTech in 2004. This presentation discusses the latest developments in waste management in the provincial capital and biggest city of Anhui, Hefei.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
