ZAK technology – trial operation findings

Up to the beginning of the year 2006 the “Zweckverband Abfallbehandlung Kahlenberg” (ZAK) will set up a plant for the mechanical-biological treatment of waste (MBT) working with the ZAK- process (MBT Kahlenberg) and will put it into operation afterwards.

The ZAK-process is based on the experiences gained during the 10 years of development. Among others from 2000 till 2003 an experimental plant was operated. Because of the numerous innovations compared to the state of art, the construction and putting into operation of the MBT in the large-scale is promoted by the EU as “LIFE-Project” with the title “ZAK-process for the economical production of high-value, quality-optimised, secondary combustible material (RDF) from domestic waste with minimal quantities of waste for landfilling and minimal emission of greenhouse gases“. The aim of the treatment of waste according to the ZAK-process is the production of RDF (refuse derived fuel) of high value while in the same time minimising the residuals which have to be deposited and producing biogas for an operation which is self-sufficient with regard to energy and for the further operation and extension of an existing system for district heat supply. The ZAK-process which now is available on the market is a MBT-technology, which is not only used for the treatment of residual waste, like many MBT nowadays, but which constitutes a concept for waste-management of the complete waste-stream. In this process an optimal reuse and continuation of use of material flows from the complete waste flow takes place.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
