SUMMARY:
The environmental guidelines on solid waste management in Cambodia is the main achieved result of the implementing two-year (February 2004-February 2006) AsiaProEco project, funded by the European Commission. The title of the project is “Capacity Building and Reinforcement Policy in Cambodia in the Field of Waste Management”. The aims of the project is to support and encourage the Cambodian Ministry of Environment to identify, formulate, and implement environmental policies for the promotion of environmental awareness and good practices among the population and the target groups.
The main goal of the project was the developing of appropriated and implemental guidelines on solid waste management in Cambodia, in order to strengthen the environmental policy in Cambodia. Therefore, several task forces were established consisting of executives and civil servants of the Ministry of Environment, provincial and municipal environmental departments, which were the main target groups. The establishment of the environmental guidelines on solid waste management in Cambodia was done by task force groups with 30 authorities from Ministry of Environment of Cambodia, Environmental Department of Phnom Penh and Kandal province, Department of Hospital Waste Management of the Ministry of Health, Phnom Penh waste management authority, Department of Environmental Science of Royal University Phnom Penh and Sanitation Community and Recycling Organization. In the environmental guidelines on solid waste management in Cambodia contain the following guidelines or/and ordinance: (1) guideline on solid waste management plan, (2) landfill ordinance, (3) composting ordinance, (4) guideline on medical waste and (5) guideline on environmental education. The developed environmental guidelines on solid waste management in Cambodia are playing and play roles now as big rules and are strongly supported by implementing of environmental law and sub-degree on solid waste management in Cambodia.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
