MODULAARE - an innovative technology for waste and wastewater treatment in decentralised operation as a part of sustainable development in resort hotels and tourism centres

SUMMARY:
Modulaare combines the anaerobic treatment of organic wastes and the membrane filtration for wastewater treatment in one decentralised system. Germany, as one of the large travel nations, is in special responsibility for a sustainable and environmentally sound tourism industry. Therefore, the objective of Modulaare is to test and analyse the practical operation of the innovative, decentralised and modular system for waste and wastewater treatment as well as power production in a large Turkish resort hotel.

The innovative modular system combines an anaerobic digestion facility for the utilisation of the big quantities of organic wastes (kitchen, garden) and a membrane facility for the purification of the hotel's wastewater. The expected synergetic effects of both techniques of this innovative system should enable an optimised operation as decentralised facility in both technical and economic regard. The output of the facility will be purified process water, fertiliser and biogas. At present, the facility goes into practical operation at the hotel area. First scientific results and practical operation experiences will be available by the end of year 2006. The German Ministry of Education and Research (BMBF) sponsors the project. The whole project is coordinated by the AT-Verband/ATAssociation, and the Universität Stuttgart has the scientific guidance. Project partner form industries are MEMOS GmbH (Pfullingen), Bio-system Selecta (Konstanz), Iberotel Sarigerme Park (Ortaca – Turkey) and the Insel Mainau.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
