Manure is a problem, since it occurs in the animal production in huge amounts, may be infectious, results in odour nuisance and is difficult to handle.
On the other hand, it contains a lot of nutrients which may be a resource for fertilization. A concentration of nutrients by manure treatment combined with an increase of bulk density could be advantageous for its transport and application. The proposed concept for treatment of manure shall allow the production of a fertilizer which keeps the nutrients contained in the fresh manure to the highest possible degree, is pathogen-free, has good properties for storage, transport, and handling, and is stable enough for application. Furthermore the technique should not be cost intensive and should be applicable also for smaller farms. In order to reach these goals a process including agglomeration, hygienization and drying could be implemented. This paper focuses only on the agglomeration part. In several experiments chicken manure was treated in rotating-paddle reactors under variation of the moisture content, filling volume, rotation speed and time, aeration rate, stirrer configuration, agglomeration aids, grain size and anti-sticking agent. Nearly spherical agglomerates were produced, when the system was well adjusted especially with respect to the moisture content. The other investigated parameters had also an impact. E.g. lime as an anti-sticking agent has to be added at the end of the process to avoid sticking of pellets. Pellets between 0.5 and 4 cm were produced. Their density was comparable with pellets resulting from press agglomeration. In order to develop the complete concept further investigations on hygienization and drying are necessary.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
