Reducing aftercare for closed landfills by controlled water infiltration and7or in-situ aeration

The aftercare of landfills becomes a very important task. Due to the long-term emissions of leachate which has to be treated over decades and probably more than 100 years and landfill gas high costs occur for emissions control and maintenance.

Landfill surface capping results in a conservation of the emission potential of the waste. The author proposes to reduce the emission potential of closed landfills where appropriate by means of controlled water infiltration at landfills with a bottom liner and/or in-situ aeration. Laboratory scale investigations show the benefits of these measures. Based on these experiences full scale applications for both systems have been performed with good success.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
