The newly developed innovative technology consisting of compost filter and constructed wetland is a simple alternative treatment system for the purification of low organic polluted landfill leachate offering high efficiency at less costs (20 %) compared to other technical low-cost treatment systems available on the market. The combined technique might be of interest for domestic landfills still being run during their aftercare period since the COD and TKN degradation will remain a problem for decades and even centuries.
The concentrations of harmful substances and contaminants in leachates are decreasing in time and this is exactly what the biotechnological procedure is useful for. The filter materials of both composting reactor and reed bed as well as harvested plant material can be recycled by composting. In addition to that, the modular concept of the plant allows a high level of standardisation in the construction of the plants ensuring at the same time flexibility with regard to leachate amounts. The COD removal was up to 65-85% and the total Nitrogen could be eliminated by 80-90%. COD and nitrogen could be reduced according to the requirements of the German Water Law (annex 51). Nitrification and partial denitrification are done by the compost filter with a daily space loading up to 0.75 m³/m³ reactor. The reed bed allows a daily solids loading of 50 - 120 l/m² during summer and winter periods. The adjoining reed bed serves as a necessary buffering step for COD and nutrients (denitrification, P removal). It is essential for the partial elimination of salts. The system proved constant efficiency under both summer and winter conditions. Costs for treating low polluted landfill leachate amount to 5 – 7 € per cubic meter. Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
