The hypothesis of design type specific process temperature courses and their applicability to develop a hygiene quality assurance system was proved by investigating temperature measurements from 23 composting plants belonging to 11 design types of the Hygiene Design Type Testing System.
The temperature courses of single plants are not normally distributed, but were grouped by cluster analysis in normally distributed subgroups. For each plant the grade of hygienisation was calculated; it differed widely within the design types and fell below 50 % for about one fourth of the plants. The average temperature rise of the windrow systems was < 2° C/d whereas the box and tunnel systems showed partial rises of more than 20° C/d. Differences of plants within design types pointed to the effect of different process management strategies. Comparing location and variance showed mainly a proportion of unequal means of 75 % within the plants of a design type as well as between design types. Design type specific process temperature courses could not be asserted. Process stability and process capability as preconditions to design control charts were not given. A concept using the 90 % range of variation of the normal temperature courses was introduced. Comparing the design type range of variation with the legal temperature defaults showed hygienic risk areas which should be minimized through process optimization on a plant level. The need for further investigations was outlined.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
