Substitution of fuels and raw materials by waste in high temperature proceses

A series of conceptions for the treatment of waste are available in the field of waste industry. To an increasing degree, the material and energetic utilization of partial fractions in processes for the production of basic materials (cement, lime, steel industry, etc.) is included in these conceptions.

Corresponding to the use of primary fossil fuels, a series of investigations for the optimization of the process control was carried out for high-temperature production processes, such as the clinker calcining process, and in the field of energy conversion in power plants. The respective fuel technology criteria was derived for the individual processes from these investigations. According to fuel technology, a fuel is characterized through its chemical, mechanical, caloric and reaction technological properties. Based on these properties, a corresponding systematic for the fuel results, such as the classification of fuel gases, heating oils and coal. Basically, the respective criteria must also be considered when substituting regular primary fuels with substitute fuels on a large scale. The influence of different ignition and burn-out behavior of a substitute fuel in comparison with the regular fuel for a substitution of e.g. 1...5 % of the total material generally has no significant affect on the process. The following statements concerning the requirements for substitute fuels therefore refer to a significant substitution rate in the range of 20 % and more. Since little empirical data on the fuel technology properties with respect to the use of substitute fuels exists, such as the systematic characterization, it must be derived from the practical experience of the use of various regular fuels.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
