Long-distance water supply system for the Thuringian Basin 

Concepts for the long-distance water transmission system for the Thuringian Basin were originally drawn up as early as the start of the 20th century, but construction of dams and the long-distance pipeline system really began in earnest only after the end of the Second World War, although two minor dams supplying the towns of Gotha and Nordhausen had been completed between 1903 and 1905.

The Thüringer Wald forest region features good hydrological conditions for the construction of dams, combined with the possibility of building them in unpopulated catchment areas. Currently under construction and due to be commissioned this year is a 21 km long DN 400 pipeline from Weissensee to Sondershausen. Both preliminary and detail planning and the ongoing construction work, including a 4000 m3 dual-chamber high-level storage tank, are described in this article. Factors influencing the selection of the pipeline route, and also draft planning, the Environmental Impact Assessment, the technology being used for the engineering works and the Quality Assurance provisions being applied, are examined in detail.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
