Concrete and reinforced-concrete waste-water and effluent pipes have been tested for more than one hundred years using the top loading test, a method which is orientated around the load-bearing capacity of concrete pipes.
The cracking behaviour of reinforced- concrete pipes is not taken realistically into account in this "classical" test method, however. The composite strength of the concrete with the reinforcing steel is left out of account and crack widths are either under or overstated. Against this background, a new test method, using which the actual loads acting on an earth-covered reinforced-concrete pipe can be realistically simulated, has been developed. It is now possible for the first time to evaluate the cracking behaviour of a reinforced-concrete pipe under design loadings in the context of quality assurance.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
