Contaminated Soil as an Alternative Raw Material in Chilean Cement Production Facilities

The mass balances in a selected Chilean cement production facility indicate that the use of contaminated volcanic soil as an alternative raw material can be an interesting alternative for the management of these materials.

The metal oxides content of the volcanic soil are useful amendments for crude (raw meal) preparation, being therefore an alternative for clays. The chlorine content of the contaminated soil will not affect the process or emissions of the clinker kilns, as the calculated permissible input value for the contaminated soil is higher than the maximum adsorption capacity of chlorophenols and other chlorine containing compounds onto volcanic soil. Regarding heavy metals, only the extreme case scenario of using scrap tires as alternative fuel in portions of 50 % of total fuel input in clinker kiln Nr. 9 would affect the Pb and Zn emissions significantly.

Die innerstaatliche Umsetzung des Pariser Klimaschutzübereinkommens - ein Rechtsvergleich

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
