Decentralized Sanitation and Reuse: A New Concept for Economic Water Management Worldwide

Novel methods have to be developed in order to meet the demands of a growing world population, both in rural areas and in the rapidly expanding mega-cities.

Sustainable development of rural and urban areas requires novel approaches with respect to designing, building, and adapting houses to changing demands of the users. It also requires new approaches of water and wastewater management. Of particular concern is the situation in developing countries where an urgent need for housing, for drinking water supply and for the disposal of wastes and wastewater is prevailing. In this paper it is hypothesized that the problem can be favorably solved by the development and implementation of high-tech, highly compact units for separate treatment of the various waste streams (brown, yellow, black, gray, green water) stemming from houses, in particular when these units are remote controlled and serviced by experts, and when usable products are produced, water for cleaning, washing and irrigation for instance, and biogas for the generation of electrical power. In combination with other functions (heating, cooling, supply of electricity and telecommunication) multi-media service units could be made available. By installing such units so that it can be easily removed, later on, and replaced by more advanced models houses could be upgraded and kept for a long time in a most up-to-date state. Various problems have to be solved before such units can be brought on the market. The price of the unit could be kept in a reasonable range if the units are designed and manufactured by a team of specialists and mass produced.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
