In February 2019, the German Federal Cabinet adopted the 'National Strategy for Reducing Food Waste', setting a framework for the future direction of this initiative. Among other things, it stipulated that an inter-ministerial "Indicator 12.3 Working Group" should prepare the data bases and methods for nationwide balancing of food waste generation (baseline). Based on existing 2015 data, this status quo analysis will be used as a starting point to agree on milestones for the respective sectors.
According to FAO data, about one-third of all food produced worldwide is discarded. Reducing this food waste by 50 % at the retail and consumer levels until 2030 is currently faced by the German government throughout The German National Strategy for Food Waste Reduction and German’s Strategy for Sustainable Development. The present baseline reports the food waste in tons of fresh mass without considering its value and the trends which is not enough for a sustainability assessment. The draft of a baseline presented here provides a basis for decision-making for the calculation and reporting of food waste 2015 in Germany. Data and methods as well as the results, including the quality report, are also compliant with the relevant EU Delegated Decision for future reporting. The baseline calculation is based on data from 2015, whereby surveys either originate from this year, or are transferred from the most recent surveys of other years. This applies to the applied coefficients derived from waste analyses, surveys and accounting data, or other records. The findings presented in the following are an excerpt from the published results in the baseline study on food waste in Germany (Schmidt et al. 2019).

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
