Waste management 4.0 provides the rational use of natural and technical resources, maximized energy saving efficiency, secondary processing of all wastes, and the production of new products, raw materials, or energy from them. Waste management 4.0 is an integral part of the smart city development concept.
Waste management 4.0 is an integral part of the smart city development concept. This article analyzes functions and practical significance of the Municipal Automated MSW Information Processing System in Irkutsk, Russia (hereinafter AIPS WASTES). The system controls all municipal waste management operations from waste collection to municipal SHW dumping and recyclable material. The database was created in 2000. It is being annually updated in accordance with amendments to the legislation. As of November 22nd, 2017, the database contains data on 33,817 natural resource users (private entrepreneurs and companies), 5,471 waste collection facilities, and waste transportation companies.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
