Project Report of the MBT Jiangsu - Hightech Waste Processing for China

While recycling is a standard practice in the West, China’s MSW management is still focused on incineration and landfill.

Waste incineration technology was introduced in China in the late 1980’s and it developed rapidly in the 1990’s. More than 30 large and medium-size cities operate or are building waste incineration plants. Nowadays thereare approx. 166 waste incinerators in operation, with a total capacity of 46.3 million tonsper annum. Waste-to-Energy (WtE) conversion processes are expected to play an increasingly important role in China’s sustainability management of municipal solid waste. The WtE approach in China is under a rapid growth, mainly it can dramatically reduce the demand for landfills but can also lessen the countries dependence on fossil fuels and reduce greenhouse gas emissions.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
