BAT Reference Document for Waste TreatmentCompletion of the Process and Impact on MBT

Since 2010, the Industrial Emissions Directive (IED) has been the basis for rules pertaining to the integrated prevention and control of pollution from industrial activities, including waste treatment plants.

All installations shall be authorised by a permit issuedby authorities. The reference for this permit is set forth in the best available techniques (BATs) for the individual sectors. The BATs are developed in an exchange of Information between member states, industry and environmental associations, and defined in best available technique reference documents (BREFs). Emission reduction techniques, BAT conclusions (BAT-C) and associated emission levels (BAT AEL) are of particular relevance when determining BATs. IED installations must comply with these BAT AELs.The BREF for Waste Treatment was revised from 2013 to 2017. This article describes the revision of this document. In addition, it outlines key contents and the impact of the BREF on mechanical-biological treatment.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
