The Free and Hanseatic City of Hamburg (FHH) plans and finances a composting facility for its sister city Dar es Salaam (Tanzania).
The facility aims on reducing the amount of organic waste to be disposed at the dumpsite in Pugu and to provide compost as fertilizer or soil improvement to the agriculture. The project will be developed as a Gold Standard CO <sup>2</sup> reduction project. This allows utilizing the certified emission reductions to offset climate emissions generated by air travel of FHH staff. Co financing is providedby the Federal Ministry of economic cooperation and development (BMZ) through theprogram "communal climate partnerships". The facility will handle 50 t/day organicwaste from two large food markets in Dar es Salaam. The project is ready to tender. The construction shall begin in September 2017. The total investment for the construction is more than 1,1 million €.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
