Thermal reuse of refuse-derived fuels (RDF) in lignite-fired power plants makes an essential contribution to ensuring waste disposal in Germany.
Co-combustion of RDF in the LEAG base-load power plants of Jänschwalde and Schwarze Pumpe allows forproper disposal of municipal solid waste of the city of Berlin and parts of the German Federal states of Brandenburg, Saxony and Saxony-Anhalt. Because of the high Quality standards for RDF, the availability of the co-combustion power plant units is close to100%. The co-combustion capacity in the power plants depends on the number of hoursthe respective power plant is scheduled. The German Energy Transition ('Energiewende') and the steadily continuing erection of renewable energy assets increasinglyinfluence the operation of lignite-fired power plants. The flexibility of the power plants is instrumental for their ability to remain a dependable partner to the waste disposal industry. Additionally, however, the political and legal boundary conditions for the power plant industry must remain realistic and predictable.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
