MSW management in Estonia: The current situation and future potential for energy recovery from sustainable sources

In order to comply with EU legislation, Estonia is in the process of establishing integrated waste management. Already today, there is an over capacity of MSW Treatment infrastructure effecting especially the operation of Estonian MBT plants.

But besidesover capacities of infrastructure, some EU targets are yet to be met. As to the cold climatein Estonia, the energy demand, the growing season and the performance of technology,in particular biological treatment processes like open composting of bio-waste orsewage sludge, differ to the ones in central Europe. Due to the EU agriculture policy and the Estonian national legislation, cut grass from the preservation of grassland Areas occur as an unused source of biomass waste. In order to contribute to tackling the mentioned challenges, the Department of Processing and Recycling of RWTH Aachen University,Germany and the Institute of Forestry and Rural Engineering of the Estonian University of Life Science (EMÜ) are setting up the BMWi-funded Research Network 'Energy Recovery from Sustainable Sources (EnReSS)â€.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
