Lessons Learned on the Way to Realize and Operate MBT Plants

Under aspects of climate protection the fermentation process in AD-sections of an MBT should be favoured for the separated organic (wet) fraction. Best performing plants are not only separating some recyclables - in addition to separate collection systems - and producing electricity form the biogas but are also utilizing the heat produced in water cooling circuits and exhaust gas heat. MBT-plants are regarded as a suitable solution to reduce methane-emissions from landfills, if such plants are constructed and operated well and using state-of-the-art emission reduction equipment.

A MBT plant is a challenge compared to landfill operation. Operational concept and technical design process, construction and commissioning of a waste treatment plant depend very much on the considerations for risk management. Waste treatment plants like MBT require proper project-preparation. Mainly the mistakes done during the conceptual phase could lead into inefficiency, technical problems and towering costs.

Structural integration into a regional waste management concept, a clear view and realistic concept of later plant operations and the presence of experience and know-how during all phases of preparation and realisation of a MBT are baselines. As not everything can be foreseen in tendering phase, during execution of contract flexibility and compromises are requested. The more a contract is shifting risks to suppliers side the higher costs within the proposals must be expected MBT plants require much more than 'just a landfill with some added little technologyâ€! Contributions of many actors are required to achieve a sustainable and well operating plant. There is a lot to do with MBT -plants: Let’s start!

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
