Multi-Criteria Assessment of Landfill Mining Projects

Landfill mining views landfills with the aim of regaining secondary resources from deposited landfill material. In this respect, landfi ll owners are faced with the decision of whether to leave their landfills in aftercare, for example, or start a landfill mining project. In order to be able to make this decision, the landfi ll owners must have the right aid in decision making.

There are currently no comprehensive assessments of landfill mining projects, nor any standardized assessment procedures that consider the multi-criteria requirements of projects of thiskind. In addition to a definition of the target system and the various cause variables, the selection and/or development of suitable procedures are based on spatial and temporal system limitations. As there is a range of different criteria and cause variables that must be considered in landfillmining projects, multi-criteria decision processes are a promising decision-making aid regarding their feasibility. Based on set requirements, aims and criteria, international literature research on the methodology of multi-criteria decision-making processes and discussions with experts, the following six processes were selected and subjected to a broad Evaluation.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
