Former Tannery Waste Disposal Site - Excavation of Intense Odour Waste

The contaminated site ST19 (Gerbereideponie Schmidt), a former tannery waste disposal site, is situated in the southern part of the city of Weiz (Styria, Austria). The area is split up into two parts by a main road passing the landfill.

The area on which the tannery waste has been dumped, is about 18.000 m² large, the depth of the deposit was 3-4 m. Dumping took place between 1965 and 1977. Detailed investigations regarding quality of groundwater, landfill gas and waste finally led to a declaration as a hazardous site.The material investigated had a high organic load as well as remarkable chrome contents. Partly the waste was situated beneath groundwater surface. When designing the remediation process, three major problems had to be solved: high concentrations of methane, extreme odour and last but not least the suspicion of the presence of anthrax spores.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
