Design and construction as well as the managing of landfills rely on a variety of land surveying data as well as other geo-information. For the design phase the suitability of the specific site acc. to the criteria defined in the Austrian landfill ordinance, knowledge of the topography as well as the boundary conditions with regard of immission control for neighbours require utmost attention.
During construction and operation requirements regarding structural engineering and logistics are very important. Furthermore, frequent assessments of the volume of the deposition as well as the remaining landfill volume are needed as an instrument of the strategic and economical design aswell as for reporting to the government. Currently this type of data and geo-information is provided mostly based on terrestrial land surveying. Modern instruments use optical (laser) or satellite-based technologies. These Technologies require either open visibility of the whole landfill area or a clear view into space. The Location and topography of landfills oftentimes result in limited availability of mobile data-connections or the requirement of a time consuming multiple positioning of the surveying equipment which is a disadvantage of these types of Technologies.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
