Resource-Oriented Recycling of Electrical and Electronic Equipment

Electrical and electronic equipment is a source of scarce metals such as indium, gallium and rare earth elements. Recycling is one of the most important strategies to ensure the continued supply of such elements.

With the implementation of the amended European Waste Electrical and Electronic Equipment directive (WEEE) in August 2012 and the upcoming amendment of the German Electrical and Electronic Equipment Act (ElektroG) it seems advisable to take a separateand focused look at the aims achieved so far. Primary focus is currently placed on collection and recycling rates, as opposed to the recovery of scarce resources. The difficulty of using recyclingrates as a method to measure the quality of recycling becomes apparent at the mechanical treatment stage.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
