Strategic Reflection on the Treatment of Biogenic Waste in Tyrol

Not all of the biogenic waste in Tyrol is collected and treated, although different treatment Options for biogenic waste exit. This biogenic waste is an additional potential for recycling and resource recovery in a time where resources are getting shorter and shorter, but also economic challenges have to be fulfilled.

Challenges result from tourism in Austria and especially in Tyrol due to severefluctuations in the course of the year. This is increased through the geological circumstances of the alpine space. In the management of food waste, seasonal fluctuations in waste production provide a challenge for the different steps in the treatment chain. Pretreatment, collection, transport and facility management have to be designed to cope with peak values. This results in an overcapacity and consequently a decreasing efficiency during periods of low waste production.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
