Residues from the Paper Industry: Untapped Biomass?

Biomass is at the focus of political and industrial endeavours designed to curtail the use of pe-troleum, natural gas and coal as well as to confi ne the pollution of the atmosphere with fossil CO2.

Up to now, political guidelines have been aimed almost exclusively at the energy sector. In order to bring about progress in the material utilisation of sustainable raw materials, social and political policy adjustments will be necessary. In addition, material utilisation promises much greater macroeconomic effects for employment and added value than energy utilisation. One prerequisite for the necessary change-over, however, will be to identify on a broad basis which biomasses are available and for which applications are they particularly well suited. Wastes containing biomass and side streams that have been inadequately used so far promise the greatest reduction in the environmental burden.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
