Nearly 40 % of municipal waste in the EU27 in 2010 was treated by landfilling. So far following up the topics on landfill technology continues being important.
From the environmental point of view the necessity of restorative measures depends on the situation of the landfill at the closure. The most essential criteria are:
• Bottom sealing system or natural sealing layers,
• Leachate retaining system in functional and sufficiently dimensioned manner,
• Secured leachate treatment,
• Landfill gas extraction system, landfill gas treatment and utilisation system,
• Kind and age of deposited refuse (composition of MSW, only residual waste or even industrial waste)
• Operation system of the landfill (compacted or non-compacted deposition, small or big deposition areas, leachate drainage or leachate re-percolation, landfill gas extraction yes or no, firefighting yes or no)
• Location of the site (high or low precipition, climate zone, geology, distance to neighbours).
In principle, the measures to be adopted can be divided as follows:
• Basic restorative measures => adaption to the state of the art.
• Extensive restorative measures => e.g. leachate infiltration, landfill aeration, landfillmining.
• Subsequent use of the landfill => e.g. secundary biotopes, pastureland, energy site with photovoltaic plant or wind energy plant, area for other uses.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
