LCA of Municipal Solid Waste Management in the City of Irkutsk (Siberia)

Irkutsk is a city of Eastern Siberia in Russia, administrative centre of Irkutsk region situated on the river Angara at the distance of 66 km to the west from Lake Baikal. With population 600 thousand people Irkutsk is fifth biggest city in Siberia. Existed waste management system in Ir-kutsk, based on landfilling do not carry out the task of environmental waste treatment but it is source of negative impact on environment and threat to human health. The average citizen in Irkutsk produces 1.2 kg/day of Municipal Solid Waste (MSW), which is comparable with Eu-rope rate of 1.4 kg/day (Al-Salem 2009) and much less USA rate of 2.0 kg/day (Al-Salem, 2009). MSW generation in Irkutsk has steadily increasing tendency.

One of the main consequences of the modern socioeconomic development of society is the constant increase in the amount of municipal solid waste (MSW) in the cities and the problems that are directly related to it. Environmental analysis of waste management sys-tems in the Russian Federation is carried out using the tools of environmental assessment, for example, impact on the environment (ОВОС) or environmental expertise (ЭЭ) are very differ-ent from European methods. LCA methodology in Russia has not yet received significant de-velopment and practical application. Considering the aforementioned facts: Is it possible to use European decision support tools such as standardised tool LCA for the development of MSW management in Russia, i.e. in the Siberian city? In this pilot study four developed integrated MSW management scenarios were analyzed and compared for Irkutsk considering ecological, economic and social aspects using method LCA IWM in order to determine the most optimal waste utilization way in the Siberian city condition. Results were further analysed and recom-mendations were made to improve the current Municipal Solid Waste Management System in Irkutsk.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
