Mining the Cities - Infrastructure and Producer Responsibility?

Infrastructure is a frequently used term, but its conceptual meaning is so broad that it needs to be further defined and sharpened for the purposes of this contribution. The German DUDEN - Dictionary of Economy - defines infrastructure as 'all public and private facilities that are regarded as essential to ensure sufficient services for the public and facilitate economic development' [1].

The BROCKHAUS encyclopaedia [2] additionally distinguishes between
· personnel infrastructure ('human resourcesâ€),
· institutional infrastructure (social standards etc.), and
· material infrastructure. The latter, i.e. infrastructure in the narrower meaning of the word, comprises the totality of public and private facilities that create the basis for the economic development of a society or a region. It is made up of the subcategories technical infrastructure (e.g. transport and communication facilities, energy and water supply facilities as well as facilities for the disposal of waste materials) and social infrastructure (e.g. educational and healthcare institutions, cultural institutions). [2] The following figure illustrates this classification and assignment to various categories, highlighting specifically the technical infrastructure (hereinafter also referred to as infrastructure or infrastructural facilities) on which this contribution focuses.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task.
