Experiences in the usage of Solid Recovered Fuels (SRF)

In Austria, direct landfilling of untreated (residual) waste is not allowed according to the Landfill Ordinance 2004. Basically two different treatment methods are available for pre-treatment of waste before landfilling:
- Combustion of waste in municipal solid waste incinerators (MSWI), followed by landfill disposal of residues (ashes, slags);

- Mechanical Biological Treatment (MBT) at waste splitting plants, resulting in a low calorific (UHv < 6,600 kJ/kg) biological stabilized fraction for landfill disposal and a high calorific sieve overflow fraction that can be utilized for the production of solid recovered fuel (SRF) used for co - incineration in industrial units.
 
In 2009, altogether 1,665.000 t/a of waste that could not be used for materials recovery was left over for thermal treatment in Austria. As the capacity of MSWI-units is not enough, the mechanical biological treatment (MBT) of residual waste before landfilling still is an important part in the national waste management master plan. The coarse, lightweight fraction from waste-splitting process is utilized for the production of different qualities of SRF, see Fig.2.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
