Framing GHG Mitigation and Income Generation In the Municipal Solid Waste Management System

Municipal solid waste management in the developing countries has long been a very much debated issue for the past decade. Unlike industrialized countries in the west which have accumulated enough wealth to deal with the treatment of wastes, developing countries are still struggling with their economic growth, which leaves them very little room to maneuver in terms of developing an integrated system of municipal waste management. Moreover, burgeoning mega-cities in the third world are confronted with a series of new waste-related challenges, such as increasing international attention to the emission of green house gases (GHGs), energy scarcity, growing population, widening gap between the rich and poor and inadequate public awareness.

Oft-times those waste-related issues require a systematic and holistic approach that will take into account both the near-term and long-term priorities for the city and, by extension, for the particular country as a whole. In the meantime, climate protection has become a more and more crucial focus, not only in the developed countries but also in the Non-annex countries such as Ethiopia. As such, many efforts have been devoted to the research of the interdisciplinary area of municipal waste management, with the aim to conceptualize a good governance system that will provide some clue to the waste dilemma: income generation and climate change. As such, this research attempts to look at the complex issue of municipal solid waste management from the perspective of climate protection in the context of Addis Ababa, a future mega-city that bears many common challenges as in other developing countries. Addis Ababa is one of future mega-cities within the framework of BMBF-sponsored research project 'Mega-cities of Tomorrowâ€. The IGNIS project is currently being implemented in Addis Ababa with the overriding themes of income generation and climate protection.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
