The potential of existing capacities for waste management in new EU member states

Pretreatment of Municipal solid waste and its utilization in the cement industry in Sofia / Bulgaria

Waste recovery in already existing facilities represents the optimal waste management balance. The technologies are already known and being used for decades. A combination of proper waste pre-treatment (mechnical pretreatment) and subsequent treatment in cement plant helps new EU countries to develop waste management infrastructure in order to solve the most critical issues of their waste management - the increase municipal solid waste (MSW) recovery and the decrease landfilling of biodegradable waste - both goals enforced by EU waste framework directive.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
