Results of the BioCycle/Columbia 2010 survey of waste generation and disposal in the U.S.

Every two years, the Earth Engineering Center conducts a survey in collaboration with BioCycle on Waste Management of MSW in the United States. Each State is asked to submit data about the tons of MSW are recycled, composted, combusted and landfilled. As in a simple mass-balance, the total amount of MSW generated in the U.S. was calculated by adding up all the disposal tonnages while accounting for imported and exported waste. This year’s survey requested 2008 data (to allow sufficient data gathering by the states). The total amount of MSW generated was estimated to be 389 million tons, which corresponds to 1.28 million U.S. tons (1.16 metric tons) per capita. Of this, 18% was recycled, 6% was composted, 7% was combusted in WTE power plants, and 69% was landfilled. This presentation will describe the methodology used in this survey and the results obtained on various aspects of waste management in the U.S. in 2008.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
