Trends in utilizing WTE bottom ash in Europe

While waste incineration is practiced in most of the industrialized European countries following nearly the same technical and environmental standards, this is not the case concerning the beneficial use of the incineration residues. Several EU countries, e.g. Denmark, Germany, and The Netherlands utilize almost all bottom ashes as secondary construction material, mainly in road building, following general national regulations. Other countries like Sweden utilize some bottom ash in specific cases; and others, like Switzerland, that classifies bottom ash as reactive material, landfill their bottom ash. This presentation will give examples and new data on the handling in various countries and will explain, in brief terms, the prevailing environmental standards and test procedures. With regard to Air Pollution Control (APC) residues such as fly ash, nearly all re classified and disposed as hazardous materials.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
