Realizing Waste Management: How to Start

Basing on over 40 years of experienced implementation waste disposal plans, the principal aspects of a prosperous realization are shown and illustrated with failed and successful cases. A project for thermal treatment of waste requires answering primarily questions about organization and communication. Technical concepts are important but should be approached in a second step. It is of crucial importance to consider experts in order to professionalize all the necessary operations.

Successful ventures base on a perfect initial phase. Starting up a waste disposal project requires professional assistance which relies on organizational and technical experience. 29 thermal waste-to-energy (WTE)-plants are in operation in Switzerland. By realizing these plants during the last 40 years several conclusions can be drawn, which may be useful for organizations abroad that are faced with the problem of a modern and sustainable waste management. In Switzerland, disposal of waste is realized by either recycling or thermal treatment. No waste with organic material such as domestic and industrial waste is allowed to be brought into landfill since the year 2000. The following figures show the situation for the year 2008 (according to the statistics of the Swiss Federal Environmental Protection Agency BAFU).

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
