Experience with the Use of Remote-Controllable CCP Protection Installations

Remote-controllable CCP protection installations have been installed in 280 places throughout Germany so far. Therefore it is time to have a look at the experience with this technology.

In 2000 at Neckarwerke Stuttgart AG (NWS), a company which was the predecessor of Energie Baden-Württemberg AG (EnBW), undertook efforts to develop protection installations, whose most important parameters could be changed from a control centre, for instance using a CCP remote monitoring unit installed on site. Starting with the debate on CCP remote monitoring at the end of the 1990s, a consensus was quickly reached that simply using remote monitoring can only be the first step. Therefore the next logical step appeared to be further development of a remote monitoring system into a remote controlling system, so as those commonly used in many areas of public utilities and transportation and industry. RBS wave GmbH - a subsidiary of EnBW Regional AG - have sold remote-controllable protection installations since 2002, and these have been installed in 280 places throughout Germany so far: at 159 places new devices have been installed and at 121 places so-called retrofitting sets have been used to make existing protection installations remote controllable. Consequently it is time to explain this technology in greater detail with regard to practical experience.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
