Comparative assessment of collection and transfer schemes of municipal wastes for supplying a new waste-to-energy facility

The main aim of this study was the evaluation of alternative collection and transfer schemes of Municipal Solid Waste from municipalities and communities of the study area to a candidate Waste-to-Energy facility. First an inventory of the examined 43 municipalities and communities was compiled and annual waste production of these municipalities was estimated.

Locations for transfer stations were identified, allocation schemes and maps were compiled, whereas the total cost of the transfer schemes was calculated. The gate fee of the proposed Waste-to-Energy plant was estimated as well. Moreover the Greenhouse Gas emissions from the transportation of waste and from the energy use for the operation of transfer stations were calculated and compared with the emissions from the treatment of waste in the Waste-to-Energy plant. Furthermore, alternative scenarios of energy recovery of the candidate Waste-to-Energy facility were compiled and assessed against the criteria posed by the new 2008 Directive on waste in order for the facility to be recognized as recovery operations.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
