The FOOTPRINT software tools: Pesticide risk assessment and management in the EU at different spatial scales

In the EU-project FOOTPRINT three pesticide risk assessment and management tools were developed, for use at different spatial scales. The three FOOTPRINT tools share the same underlying science, based on the consistent identification of environmental characteristics driving the fate of agriculturally applied pesticides and their interpretation to parameterise state of the art modelling applications thus providing an integrated solution to pesticide risk assessment and management in the EU.

The farm-scale tool FOOT-FS automatically performs TER calculations for a range of aquatic taxonomic groups and for different temporal percentiles of exposure in an edgeof-field water body. The national/EU-scale tool FOOT-NES produces maps and spatial cumulative distribution functions (CDFs) of Predicted Environmental Concentrations (PEC) and Time-Weighted Average Concentrations (TWAC) in edge-of-field water bodies. With the spatial CDFs, the user can e.g. determine the area percentage of exceedance of a given ecotoxicological threshold. Finally, the catchment-scale tool FOOT-CRS produces temporal CDFs of PECsw at the outlet of a given catchment, for different pesticide input pathways. These temporal CDFs can e.g. be used to determine the return period of a given peak exposure concentration.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
