Assessing particulate matter emissions from a copper mine crushing process

Copper mining industry is the main economical sector in Chile, being also one of the most important regarding solid waste and atmospheric emissions generation. In addition, crushing processes in mining industry generate large amounts of fine particulate matter to the working and atmospheric environment.

The objective of this work was to analyze the particulate matter emission levels of the secondary-tertiary crushing plant in 'El Teniente Division†of Codelco-Chile. For controlling process emissions, 17 dust collectors are installed in the plant. Isokinetic measurements in the 15 operative dust collectors were performed according to USA and Chilean standards. The results showed an isokinetic dispersion of only 1.2 %, being 10 % the maximum allowed. Air humidity varied between 1.3 and 2.1 %, while air velocity ranged between 2.8 and 31.2 m s-1, with an average temperature of 15 ºC. The highest input of particulate matter concentration was found in dust collector No. 2 with a concentration of about 49,000 mg/Nm3, while the output of particulate matter in all the dust collectors was found to be less than 57 mg/Nm3, with collection efficiencies ranging between 96.8 and 99.9 % for all the tested dust collectors. The results showed that a global average input of about 15,000 mg/Nm³ is entering the dust collectors, being the output average concentration equal to 28.6 mg/Nm³, which accomplishes with the Chilean Emission Normative. A total mass flow of 10,596.9 kg h-1 particulate matter was determined to enter the 15 collectors, being 19.5 kg h-1 discharged to the atomsphere, which means a global collection efficiency of 99.8 %.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
