A periodic review of central developments in the area of climate regulation and the carbon market, covering legislative activities, high-level events, and new case law at the international and regional level.

A sigh of relief came from the majority of negotiators around the table when the Bali Action Plan was passed. Despite the fact that it may not be as ambitious as some countries and as some civil society sectors were hoping, it did mean that negotiations on a Post-Kyoto regime were officially launched. An Ad-Hoc Working Group on Long-term Cooperative Action (AWG-LCA) has been set up for this purpose. In the first half of 2008 the AWG-LCA met twice. Its first meeting was held in Bangkok from 31 March to 4 April 2008, and the second meeting convened at the UNFCCC headquarters in Bonn from 2 to 13 June 2008. On both occasions, the AWG-LCA met alongside the sessions of the Ad Hoc Working Group on Future Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP).
