Effects of separate collection efficiency on the costs of the msw management system - a case study

A study on the effects of the separate collection efficiency on the reduction of the content of biodegradable organic matter in the municipal solid waste residual fractions (Residual Municipal Solid Waste, RMSW) and on the resultant costs of the waste management system is presented in the paper. A low efficiency of separate collection of biowaste could result in the need of an intermediate mechanical-biological pre-treatment which affects the overall costs of the MSW management system, where a key role will be played by a new thermal waste to energy (WTE) plant.

Sardinia island, in spite of being one of the largest Italian regions, is characterized by a relatively small population, less than 2 millions. Although most of the population concentrates in the island main towns, spreading of people in small villages all over the island is typical in the Sardinian demographic framework. Orography and the aged road system do not help interactions among some areas and the remaining part of the island territory. Currently the municipal solid waste (MSW) production accounts for some 875000 t/year. Although roughly 40% of MSW is pretreated through thermal waste to energy (WTE) processes (24%) and mechanical biological pretreatment (MBP) processes (16%), the greatest amount (50%) is directly landfilled, whilst separate collection involves only 10% of the total production. In 2005 the Regional Government decided to update the General Plan for MSW management, asking the Department of Geoengineering and Environmental Technologies of the University of Cagliari to be part of the working group. The proposal of plan and its different options are currently under discussion. The main goals of the new Regional Plan are the following:

a) organizing the MSW management system according to optimal territorial ambits, as required by the national legislation;

b) limiting the increment of MSW production to 1% per year as maximum during the next 5 years.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task.
