Case study of application of the in situ aeration on an old landfill: results and perspectives

In situ aeration on municipal solid waste (MSW) landfills enables the stabilization of waste by means of aerobic conditions established by air injection into the landfill body. In the last years several experiences of lab, pilot and full scale applications have been carried out worldwide. A full scale application of the in situ aeration by means of the Airflow technology has been carried out at the old MSW landfill of Legnago in northern Italy.

The results obtained during the first 14 months of aeration in a part of the Legnago landfill are reported and indicate positive effects on waste quality, with the significant reduction of waste respiration index. The effects of the aeration on leachate quality were less clear after the first year. Since the improvement of leachate quality is expected mainly as a consequence of the generation of new leachate due to rainfall percolation through aerobically stabilized waste, the effects of aeration on leachate will appear when the old leachate will be extracted and substituted by new leachate in the landfill body.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
