CONSEQUENCES OF THE EUROPEAN POLLUTANTS RELEASE AND TRANSFER REGISTERS FOR DUTCH LANDFILLS

In May 2003 the UN has adopted the Protocol on Pollutants Release and Transfer Registers (also known as PRTR’s- or Kiev-protocol). This protocol requires landfills receiving more than then 10 tons per day or with a total capacity of 25,000 tons to individually determine their methane emission and report it to the general public and their national government. The EU has amended of the European Pollutants Emission Register (EPER) into an E-PRTR’s (CEC, 2006b) to comply with the PRTR’s-protocol. From 2007 onwards landfill operators will be required to assess their emissions to air, water and land and make the data available to the general public (CEC, 2006a).

The Dutch government has not provided guidelines or instructions for the competent authority how to interpret the E-PRTR regulation and guidance document. Dutch landfill operators wanted to know what implications E-PRTR regulations could lead to and carried out a large investigation for as many components as possible that commercial laboratories could identify in landfill gas (LFG), flare flue gas and leachate. In total 21 (out of the 26 operational) landfills were involved in this investigation.
