The State of Rio de Janeiro has 92 municipalities, only three of which have sanitary landfills in operation, one being Rio das Ostras. Rio das Ostras is a town 170 km from the city of Rio de Janeiro with a current estimated population of 50,000 inhabitants, which may be increased by up to 50% during the peak summer season and prolonged public holidays. The sanitary landfill, inaugurated in April 2004, occupies an area of 50,000m2 within the Solid Waste Treatment Plant equipped with a Leachate Treatment Plant. The estimated service life is 15 years and it currently receives 70-80 tons a day.
The paper presents laboratory test results that simulate the condition of a liner with compacted soil in an experimental cell filled with garbage in the Rio das Ostras sanitary landfill. Molecular diffusion tests and a batch test were performed. The sorption values for chloride and sodium were zero and for ammonium and potassium the Kd values 1.3 cm3/g and 1.8 cm3/g, respectively. The coefficients defined using the POLLUTE simulations were 0.03 m2/year and 0.02 m2/year for chloride and sodium; 0.1 m2/year for ammonium and potassium, and 0.02 m2/year for sodium. When simulating the advance of the liner’s contamination for two and ten year periods, it was found that the chloride advances faster. The simulation using unfavourable conditions, which possibly vary during the year, showed considerable diffusion in the liner for a ten-year operation of the landfill.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
