Sysav, South Scania Waste Company, is a municipality owned Waste Corporation, operating in 14 municipalities in Southern Scania, Sweden. Sysav operates four landfills/waste management plants in the region. Due to new legislation (the EU directive on landfill, among others) and
requirements on increased recycling, the focus has gradually changed towards more recycling activities and less landfilling. On two of the plants, the landfills will be closed by the end of 2008, due to the new requirements on landfill construction.
During the last decade, a number of European and Swedish regulations for waste and landfills have changed. Sysav, South Scania Waste Company, has had to change the strategy for landfill and leachate management totally during this period, adopting to the new rules. In this paper, the work that Sysav has organized for increasing the possibility to manage leachate during the last decade is presented. At Spillepeng landfill, several leachate treatment projects have been conducted, in order to increase the knowledge of leachate treatment methods and performances. One of the most important results is the need to continue gathering specific knowledge at Spillepeng of how to solve the emission problems. During 2006-2007 Sysav is participating in a EU INTERREG IIIA project, The Source Partnership, focusing on the discharge to the final recipient, Öresund. This project is one opportunity to continue the important knowledge building.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
